1.1. Approve the cessation of the current project to
redevelop the Finsbury Leisure Centre site and the withdrawal of
the associated planning application.
1.2. Approve an initial drawdown of £2.321m from the
budget risk reserve to meet the general fund element (at current
actual value) of the associated aborted scheme costs and recommend
to Council at its meeting in May 2025 the deletion of the current
project from the capital programme.
1.3. Delegate authority to the Corporate Director
Community Wealth Building, following consultation with the Acting
Corporate Director of Resources and the Director of Law and
Governance, to terminate as appropriate all commercial arrangements
associated with the current scheme and to approve any additional
costs that may be incurred as part of the commercial settlement
process.
1.4. Note the outline proposals set out in this report to
continue investing in Finsbury Leisure Centre and its surroundings
and to support delivery of a new medical centre. 1.5. Note the
Council’s continuing commitment to delivering much needed
affordable homes.
1.6. Note that alternative proposals for the site will be
considered by Executive when finalised.
