Purpose

Contract Award stage in connection with the re-commissioning of Mental Health Supported Accommodation for adults with Severe and Enduring Mental Illness in the Royal Borough of Kensington and Chelsea.

Decision

The Lead Member AGREED to:

1. Approve the award of the contract for the provision of Mental Health Supported Accommodation services as follows:

(i)         Lot 1: Award to Provider C for five (5) years with an anticipated start date of 1 October 2026 and with an optional extension of two years, for a total contract value of £4,017,870.00 ex VAT (£4,821,444.00 inc VAT) excluding any extensions. The estimated contract value (based on the contract price for year 5) including extension is £5,649,192 ex VAT (£6,779,030 inc. VAT)

(ii)        Lot 2: Award to Provider D for five (5) years with an anticipated start date of 1 October 2026 and with an optional extension of two years, for a total contract value of £4,675,000.00 ex VAT (£5,610,000.00 inc VAT) excluding any extensions. The estimated contract value (based on the contract price for year 5) including extension is £6,545,000 ex VAT (£7,854,000 inc. VAT).

1. Approve delegating authority to the Director of Integrated Commissioning, following consultation with the Lead Member for Adult Social Care and Public Health, to agree and approve any contract extensions by up to a further two years.
2. Approve the extension of the current contract with Turning Point (company number 00793558) (South Cluster Lot 1) for a period of four (4) months from 1 June 2026 for a total value of £341,787.99 ex VAT (£410,145.59 VAT).
3. Approve the extension of the current contract with Look Ahead Care and Support (Registered Society with registration number: 21004R) (North Cluster Lot 2) for a period of four (4) months from 1 June 2026 for a total value of £304,247.47ex VAT (£365,096.96 inc VAT).
