The Appeals Panel considers appeals and applications that are not specifically delegated to other committees. It primarily handles appeals related to free school transport for children under 16, with members having discretionary powers to award a bus pass in exceptional circumstances. The panel also reviews appeals concerning travel assistance for young people aged 16 and over with Special Educational Needs and Disabilities (SEND), examining original decisions, procedures, and any unconsidered exceptional circumstances.
