Purpose
The Council’s Returning Officer and
Electoral Registration Officer have a statutory duty to deliver all
election types on behalf of residents across the Kirklees area. The
Council’s Electoral Registration Officer is legally required
to maintain and publish the Electoral Register for the Kirklees
area. To deliver the statutory responsibilities, a print contract
is required to provide specialist electoral materials such as
ballot papers, poll cards, postal vote packs and other supporting
material for polling stations. The previous contact came to an end
in January 2025.

Decision to award the Electoral Materials
KMCCW-078A contract to CFH Documail Ltd for the supply of all
electoral materials relating to the delivery of local, regional and
national elections as well as the delivery of the annual canvass
project for Electoral Registration purposes.
The approximate value of the contract per
annum is £280,000 and it has a term of 4 years, with the
potential to extend by up to two years (1+1) until approximately
9th February 3031. It is being awarded
to CFH Documail Ltd following a competitive procurement
process.
It has also been decided that the Service
Director – Legal and Commissioning (or any Legal Services
Officer so authorised) shall be instructed to agree and enter into
any necessary contractual documents on behalf of the Service.
