Purpose

KAL seeks to implement a pay
and display system at the car park at Colne Valley Leisure Centre,
Slaithwaite.  Kirklees Council and
Kirklees Active Leisure (KAL) will enter into a legal agreement for
the management of the car park by the council on behalf of KAL,
introducing charges at the car park and the requirement for
residents’ permits for adjacent properties.
The Council
is permitted to enter into the agreement under its power under S33
of the Road Traffic Regulation Act 1984.
 
The charging rate will be
set to encourage parking elsewhere by members of the public to
ensure sufficient parking for Leisure Centre users and will be
introduced at the same time as charges in 15 car parks across
Kirklees.
