Purpose

To submit in the light of the changes to the
National Planning
Policy Framework (NPPF), the Deputy Prime
Minister
requested that all local planning authorities
produce an
updated Local Development Scheme within 12
weeks
of the publication of the NPPF (no later than
6th March
2025).
 
The Council’s current LDS was adopted by
Cabinet on
March 2024 and will be submitted to Government
by 6th
March 2025. 
 
The updated NPPF from December 2024 represents
a
significant change to national policy which
Kirklees
Council will be required to reflect in the
next Local Plan.
As such a further update to the Local
Development
Scheme is likely in summer 2025 when greater
clarity
from Government on new Plan Making matters
is
provided.

To submit the approved LDS March 2024 to MHCLG
to meet the defined deadline 6th March 2025, outlining the
council’s commitment to continue the update of the Kirklees
Local Plan and a commitment to review, submit and make publicly
available an updated version of the LDS, subject to Council and
Cabinet approvals, at the earliest possible opportunity.
