Purpose
The Council has been awarded a grant of
£656,553 from the West Yorkshire Combined Authority to
deliver the Adult Skills Fund programme in the 2025/26 academic
year.
Adult Skills Fund (ASF) incorporates tailored
learning (previously known as community learning) and formula
funded Adult Education Budget. Funding totalling £622,181 is
allocated for Tailored Learning and £34,372 from the Adult
Education Budget.
The primary purpose of tailored learning is to
reach disadvantaged communities and individuals, to enable them to
develop new skills, participate in learning and to progress towards
further learning and/or sustainable employment. It will also
support wider outcomes including using it to improve health and
wellbeing, equip parents/carers to support their child’s
learning and develop stronger communities.
Content
The decision is to
• accept
external funding of £656,553 from West Yorkshire Combined
Authority (WYCA) and for the Council to enter into a grant
agreement with WYCA to act as Accountable Body for the grant in
accord with sections 22.5 and 22.6 of the Council’s Financial
Procedure Rules; and
• extend
delivery arrangements to 31 July 2026 and where required facilitate
the commencement and award of any related procurement exercises in
accord with the Council’s Contract Procedure Rules.
