Purpose

The Housing Growth Service
will call off an appointment of a consultant through the
Council’s Framework for the Provision of Professional
Consultancy Services to provide ongoing technical construction
support, acting as technical project managers, quantity surveyors
and/or employer’s agent when applicable up to a three-year
term without any commitment to a quantum of work.
 
The Housing Growth Service
have a ranging portfolio of sites with varying complexities and
challenges, the appointed consultant will provide technical
construction and built environment knowledge, expertise and skills
to support the Housing Growth Service deliver Local Plan housing
allocated sites alongside other housing growth and regeneration
priorities across the district.
 
The Council’s key
objectives for this commission are;

To
appoint a consultant with specialisms in construction project
management, contract administration, quantity surveying and general
building consultancy who can work flexibly, within a changing
environment.

·        
The
Housing Growth Service have a ranging portfolio of sites and
projects and the appointed consultant will provide technical
construction and built environment knowledge, expertise and skills
to support the Service deliver these.

·        
A
longer-term appointment will allow the certainty of available of
support and provide continuity.
 
The Contract Award is due for
early mid-October 2024 and contract commencement will follow at the
end of October once the contract has been executed.
 
The contract is for 2 years,
with the option to be extended for a further 12 months subject to
performance and requirements in the first 2 years.
 
The contract allows for
flexibility and does not commit either party to a set quantum of
work or entitlement for payment, which will be dictated by project
needs and availability of budget. The value is up to £200,000
per year with the initial 2 years up to £400,000. A
provisional £200,000 for the 3rdyear has been allowed for if
it extended. The contract limit is up to £600,000 in
total.
