Terms of Reference In accordance with Sections 195, 196 and 199 of the Health and Social Care Act 2012 and related legislation, the Knowsley Health and Wellbeing Board will be responsible for the following functions:- (1) Needs Assessments
· To oversee the preparation and publication of the Knowsley Joint Strategic Needs Assessment and Knowsley Pharmaceutical Needs Assessment and comply with related statutory requirements and guidance. (2) Joint Health and Wellbeing Strategy
· To oversee the preparation and publication of the Knowsley Joint Health and Wellbeing Strategy as informed by the Knowsley Joint Strategic Needs Assessment.
· To ensure effective public engagement and consultation in developing the Knowsley Joint Health and Wellbeing Strategy and that it has due regard for insight which has informed the Knowsley Joint Strategic Needs Assessment.
· To promote the objectives of the Knowsley Joint Health and Wellbeing Strategy amongst partners and stakeholders.
· To review the Knowsley Joint Health and Wellbeing Strategy on a regular basis in order to maintain its relevance as a framework for setting the strategic direction for joint commissioning and health and social care developments.
· To ensure and report on whether Health and Social Care Place Based and Health Care Partnership Commissioning Plans have taken proper account of the Knowsley Joint Health and Wellbeing Strategy. (3) Integrated Working
· To support bodies or organisations which arrange for the provision of any health or social care services in Knowsley to work closely together or in an integrated manner through working directly with partners and through the Integrated Commissioning Board and Knowsley Integrated Care Partnership.
· To provide advice, assistance, or other support for the purpose of making arrangements under Section 75 of the National Health Service Act 2006 in connection with the provision of health and social care services.
· To support ever closer working between the Board, the commissioners of health and social care services, and bodies or organisations which arrange for the provision of health or social care related services in the Borough.
· To support providers and those which provide health, health-related, or social care services and non-traditional health and Knowsley Better Together partners to work closely together to improve health and wellbeing outcomes for residents and deliver the outcomes in the Knowsley 2030 Strategy. (4) Holding the Local Health and Wellbeing System to Account
· To monitor and evaluate collective and partnership performance information, in support of the achievement of the Knowsley Joint Health and Wellbeing Strategy’s objectives and priorities and Knowsley 2030 Strategy (wider determinants).
· To hold the local place-based partnerships to account so that strategic plans are delivered in ways which maximise benefits for the population of Knowsley.
· To request partners represented on the Board, where necessary, to provide information regarding the exercise of their functions either jointly or individually, with health and social care partners being obliged to respond to such requests.
· To act as a consultee on the contents of partners’ Commissioning Plans and assess their alignment or otherwise with the agreed Knowsley Joint Health and Wellbeing Strategy.

To act as a consultee on the contents of partners’ Annual Reports in relation to the extent partners have contributed to the delivery of the Knowsley Joint Health and Wellbeing Strategy. (Please note that members of the public are welcome to attend Health and Wellbeing Board meetings although they may be asked to leave for certain confidential items. Limited space will be available and members of the public or press wishing to attend in person are strongly advised to register in advance by emailingcommittees@knowsley.gov.uk or telephoning (0151) 443 2679. The earliest you may register is following the publication of the agenda for the relevant meeting. Attendees will be required to show photographic identification (which must be an official, original document) and will be subject to security checks including a bag check and body scan (i.e. with a handheld scanning device).
