Purpose

The purpose of this report is to seek approval, in accordance with Contract Procedure Rule 7.7.5, for the award of a JCT Minor Works Building Contract (2016) to Ashlar Construction (NW) Limited for a refurbishment scheme at Holy Family nursery.

The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 7, and the winning bidder has been identified as providing the most economically advantageous offer to the Council.

Decision

(i) That, in accordance with Contract Procedure Rule 7.7.5, a JCT Minor Works Building Contract (2016) be awarded to Ashlar Construction (NW) Limited for a refurbishment scheme at Holy Family nursery, Halewood.

(ii) That the Procurement Team be authorised to make the necessary arrangements for the issue of the relevant contract documentation.

Alternative options considered

Do Nothing: This option was considered and rejected due to the need to improve the nursery’s facilities and meet the provision of early years nursery places.

Deliver in house: This option was considered and rejected because the Council does not have an in-house building works team.
