Purpose

The purpose of this report is to seek approval, in accordance with Contract Procedure Rule 7.7.5, for a JCT Minor Works Building Contract (2016) to be awarded to Frank Rogers Building Contractors Limited, for a building extension and refurbishment scheme at Millbrook Primary School, Kirkby.

The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 7, and the winning bidder has been identified as providing the most economically advantageous offer to the Council.

Decision

(i) That, in accordance with Contract Procedure Rule 7.7.5, a JCT Minor Works Building Contract (2016) be awarded to Frank Rogers Building Contractors Limited, for a building extension and refurbishment scheme at Millbrook Primary School, Kirkby.

(ii) That the Procurement Team be authorised to make the necessary arrangements for the issue of the relevant contract documentation.

Alternative options considered

Do Nothing: This option was considered and rejected as the school capacity has increased. The extension works will provide access to the new private nursery facility and the refurbishment works will provide additional toilet facilities for bulge year classrooms and the additional pupils placed within the Kirkby area.

Deliver in house: This option was considered and rejected as these works cannot be delivered internally as it requires a specialist contractor.
