Purpose

The purpose of this report is to seek approval, in accordance with Contract Procedure Rule 7.7.5 for the award of contract to SAFE FAMILIES as identified in Appendix B from 1st April 2024 to 31st March 2027, including options to extend for further periods of time up to a maximum of 24 months in aggregate, to 31st  March 2029.

The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 7, and the winning bidder has been identified as providing the most economically advantageous offer to the Council.

Decision

(i) That, in accordance with Contract Procedure Rule  7.7.5, a contract be awarded to  SAFE FAMILIES for Volunteer-led Family Support & Respite Service from 1st April 2024 to 31st March 2027, including options to extend for further periods of time up to a maximum of 24 months in aggregate, to 31st March 2029.

(ii) That the Procurement Team be authorised to make the necessary arrangements for the issue of the relevant contract documentation after conclusion of the standstill period / call-in period.

Alternative options considered

Do Nothing: This option was considered and rejected because the result would see the potential rise in Children becoming Looked After, and increase in Child Protection cases. In addition it would lead to an increase of packages of respite and family support needing to be procured and would increase pressures on Early Help and Family First teams. 

Deliver in house: This option was considered and rejected as there is insufficient capacity within Childrens Social Care staffing structure. The cost pressure of recruitment and retention of internal staff is prohibitive, with the external market proving more cost effective.
