Purpose

The purpose of this report is to seek approval to procure external consultancy services for Architectural and Landscaping Design Services for a £1m value, over a two-year period with a 24-month extension period (2 yrs +24 months).

The reason for the decision is to ensure delivery of the Green Space Infrastructure Programme, which has increased in size and complexity due to increased private developer contributions (Section 106 monies) from housing growth in the borough and external funding grant awards (Levelling Up Fund, etc.)

Decision

That, in accordance with Contract Procedure Rule 5.3.1, external consultancy services be procured to deliver Architectural and Landscaping Design Services for the Greenspace Infrastructure Programme and Project Delivery.

Alternative options considered

Do Nothing: This option was considered and rejected as the Green Space Infrastructure Programme could not be delivered and cause loss of income and reputational damage to the Council.

Deliver in house: This option was considered and rejected as there is limited staffing resource, skills and knowledge and the scale of the Green Space Infrastructure Programme exceeds internal capacity. 

Recruit: (Temporary Staff and Permanent): This option was considered and rejected as the monies are time-limited funding and an external Contractor typically brings the benefits of having a wider range of expertise.
