Purpose
The purpose of this report is to seek approval, in accordance with Contract Procedure Rule 7.7.5, for the award of a contract to Dunkil Developments Ltd. for Mellors Pond Landscaping and Infrastructure Improvement Project from 17/07/23 to 16/07/24, including options to extend for further periods of time up to a maximum of 12 months in aggregate, to 16/07/25.
The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 7, and the winning bidder has been identified as providing the most economically advantageous offer to the Council.
Decision
(i) That, in accordance with Contract Procedure Rule 7.7.5, a contract be awarded to Dunkil Developments Ltd. for Mellors Pond Landscaping and Infrastructure Improvement Project from 17/07/23 to 16/07/24, including options to extend for further periods of time up to a maximum of 12 months in aggregate, to 16/07/25.
(ii) That, the Procurement Team be authorised to make the necessary arrangements for the issue of the relevant contract documentation.
Alternative options considered
Do Nothing: This option was considered and rejected as the site is a key element of the public open space offer at Halsnead Park that is emerging from the associated housing development. If left undeveloped, this site would detract significantly from the wider programme of regeneration for the locality. Additionally, the pond has been the focus of flooding issues that have affected the locality, including specifically, the adjacent Windy Arbor Playing Fields, which were significantly affected by a recent flooding event. The pond also has potential as a tool for public benefit as an angling facility, which is compromised if left in it’s current condition.
Deliver in house: This option was considered and rejected as the works involved are too extensive and specialist for any in-house landscaping and maintenance teams to address.
