- To exercise the delegated authority, granted under the Cabinet Member Delegated Decision of 23 September 2024, to appoint Countryside Properties (UK) Limited and Hyde Housing as the Council’s Development Partner for the Westbury Estate Renewal Project.
- To exercise the delegated authority also granted to negotiate, agree and finalise the terms of a Development Agreement with the Development Partner, on the basis of the terms proposed in the Development Partner’s final tender, of 26 November 2025, the material terms of which are set out in this report.
- To exercise the delegated authority also granted to negotiate, execute and enter into the Development Agreement with a new legal entity, to be established and owned by the Development Partner for the purpose of implementation of the development, and to negotiate, agree and enter into leases, nomination agreements and any other documents on behalf of the Council, to fully implement and facilitate delivery of the development.
