Purpose
Approval is sought to undertake a statutory consultation on proposed amendments to Parking Places in existing Controlled Parking Zones (CPZ) and the associated Traffic Management Orders (TMOs) to accommodate the installation of proposed vehicle crossovers at:
1. No. 85 Babington Road - St Leonards Central CPZ (Zone O)
2. No. 72 Maderia Road – Streatham Wells CPZ (Zone SW)
3. No. 100 Pendennis Road – Streatham Wells CPZ (Zone SW)
4. No. 14 Southwell Road – Camberwell CPZ (Zone A)
5. No. 16 Thirlmere Road – St Leonards Central CPZ (Zone O)
6. No. 95 Sunnyhill Road – Streatham Wells CPZ (Zone SW)
Decision
- To authorise officers to commence statutory consultation under the Road Traffic Regulation Act 1984 and in accordance with the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996 on the proposed amendment of parking bays at six locations to accommodate the installation of new vehicle crossovers as described in this report and detailed in Appendix A at a cost of £12,000 (paid by the applicants) with statutory consultation likely to take place in late May/June 2026.
- To agree to the implementation of the amendment of the relevant parking bays, and to the making of the relevant Traffic Management Orders (TMOs) under sections 6, 45, 49, 124 and Schedule 1 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, subject to no material objections resulting from the statutory consultation process, but that if any material objections are received they are considered by the Assistant Director of Parking, Network Management and Fleet by way of a separate written report before a decision is reached.
- To delegate to the Assistant Director for Parking, Network Management and Fleet authority to decide whether or not to hold a public inquiry pursuant to Regulation 9 of the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 as referred to at Section 4 of this report.
- To note the Equality Impact Assessment prepared for the purposes of this report attached at Appendix B.
