Purpose
Lancashire County Council is the waste
disposal authority for the administrative county of Lancashire. The
Authority operates and manages 15 Household Waste Recycling Centres
(HWRCs), a Community Recycling & Re-use Centre (CRRC), two
transfer stations and is also responsible for the management of
wastes collected by Waste Collection Authorities, including
fly-tipped waste.
The aim of this procurement exercise is to procure services for the
collection, acceptance and processing of waste automotive batteries
from the HWRCs. The procurement relates to standard petrol and
diesel car batteries and may also include some leisure
batteries.
The previous arrangements for the waste automotive batteries have
generated an income for the Authority, with the suppliers paying
the Authority for the waste automotive batteries collected.
Under the proposed procurement the contract rates payable by the
supplier will be linked to the 'Non Ferrous Metal - Batteries'
prices published on Letsrecycle.com website for the month that the
waste batteries are collected, plus a fixed supplier adjustment
that will be tendered by the supplier. In addition, the supplier
will also be required to tender a collection rate for each waste
facility.
Current arrangements for service delivery are via a temporary
informal rolling agreement. This procurement is required to
formalise arrangements and put in place a more robust contract to
govern service delivery. It is recommended that a below threshold
open tender procedure is used to procure the services.
The framework agreement will be for an initial period of two years,
with the option to extend for any number of defined periods up to a
further two years. The intention is for service to commence on or
around 01 February 2025.
