Purpose

The
Director of People, under the Scheme of Delegation to Officers, is
asked to approve the following minor amends to the Statement of
Ethical Standards for Employees:

(1) A new inclusion at paragraph 5.3 making it a requirement for a
declaration of financial or personal interest for employees who are
Grade 14 and above to be submitted on an annual basis, including a
nil return where there are no interests to declare.

(2) Reference at paragraph 5.4 to a compliance monitoring report
being presented annually to senior management.

The proposed amends are recommendations from an audit report that
looked at governance and compliance arrangements for registering
interests.

They have been shared with and noted by the recognised trade unions
at the Joint Negotiating and Consultative Forum.
