Purpose
In
2023/24 a total value of £3.2m was apportioned for Local
Deterioration Funding. These schemes are prioritised by calculating
the number of repeated visits to fix defects at the same location.
The scheme size is generally under 2000m2 which equates to an
operational team conducting either one or two days resurfacing
depending of the construction depth. This is to maximise efficiency
of the workforce. The funding apportionment is divided into 3
programme tranches throughout the year, typically April, August and
November. Before each tranche is released, new up to date data is
used in the analysis to ensure roads that have deteriorated within
year and over the winter period are taken into account.
Tranches 1 and 2 from the 2023/24 apportionment have already been
approved for delivery by the cabinet member and they have either
already been delivered or have been programmed in for
delivery.
On 4 October 2023, the government announced £8.3 billion of
additional highways maintenance funding over the period 2023 to
2033 for highway maintenance funding (Network North additional
highway maintenance allocations). For the financial year 2023/24 a
further £3.661m has been allocated for Lancashire in addition
to the funds already approved for the Highway Block of the Capital
Programme.
An urgent report detailing the apportionments of the Network North
additional highway maintenance allocations funding was submitted
and was approved by the leader of the County Council on the 23rd
December 2023 to approve £836,208 for an additional programme
of Local deterioration schemes to be produced and
delivered.

In consultation with the Cabinet Member for
Highways and Transport, and the Director of Highways and Transport,
John Davies, Head of Highways Network Management, took the decision
approve:

The remaining funds of £ 591,814.63 from the 2023/24 Local
Deterioration Fund apportionment to be allocated to the schemes
detailed in Appendix A.

A value of £ 836,208.00 approved by to be allocated to
schemes detailed in Appendix B to supplement the Local
Deterioration Fund 2023/24 from the additional funds received from
the DfT.
