Purpose

Full Council on 12 October 2023
unanimously agreed, via a Notice of Motion, to develop the
Lancashire County Council Emergency Planning, Resilience and
Response framework to reflect the principles of the Charter for
Families Bereaved through Public Tragedy (known as the Hillsborough
Charter).
 
This report describes the
actions being undertaken by the Council and the plan to adopt the
Hillsborough Charter though the Council's Emergency Planning,
Resilience and Response Framework.
