Purpose

Bikeability funding is distributed annually to
local highway authorities by the executive agency Active Travel
England (ATE). Grant recipients can choose to run Bikeability
training or can choose to appoint training provider(s) to manage
cycle instructors on their behalf.
 
LCC opted to appoint training providers to
deliver the training on its behalf and ran an Above Threshold Open
Procedure under Schedule 3 of the Public Contract Regulations 2015,
in 2023 to establish a multi-provider, multi-lotted framework for
the periods 2024/2025, 2025/2026, 2026/2027 and 2027/2028. The
framework had an initial period of 12 months running from 1st April
2024 to 31st March 2025, with an option to extend beyond the
initial term to a maximum of a further 36 months, in tranches of 12
months.
 
LCC is exercising the permissible option to
extend the framework agreement for a period of 12 months. The
extension will run from 1st April 2025 to 31st March 2026.
