Purpose
Lancashire County Council has operated a framework agreement for
the provision of professional and technical highway related
services for a number of years, with the most recent framework
covering the period 20/05/2021-19/05/2025. Work has been ongoing to
develop the procurement strategy for the renewal of the framework,
however the procurement process will not be completed to allow the
frameworks to run consecutively. To ensure a compliant route to
market for any requirements during the interim period, third party
frameworks will be utilised.
LCC
will primarily utilise the NEPRO3 Neutral Vendor Managed Service
for Specialist Professional Services framework, with the South East
Wales Technical and Professional Services (SEWTAPS) framework as a
secondary option. Where a requirement cannot be compliantly
procured via the NEPRO3 or SEWTAPS framework, alternative routes to
market will be utilised which will be compliant with the public
procurement regulations and LCC's Procurement Rules.
LCC
will utilise NEPRO3 and SEWTAPS for a period of circa 12 months
during which time a procurement strategy will be developed and
executed to establish an LCC independent framework.
