Purpose
The Building Schools for the Future (BSF)
programme was an ambitious capital plan which aimed to renew the
school estate across Lancashire and provide education buildings and
ICT facilities fit for future learning. The programme was developed
by central government during the 2000's and funded through Private
Finance Initiatives (PFIs) with each phase subject to 25-year
contracts. In Lancashire this has provided 14 schools, nurseries
and colleges and two community facilities across three phases,
before the scheme was halted by central government in 2010.
LCC is now seeking to appoint a consultant to deliver a number of
contract variations and cost saving initiatives across its PFI
school contracts. The successful delivery of these contractual
variations will benefit key stakeholders and assist LCC in managing
more effectively the remainder of the schools PFI
contracts.
