Purpose
The purpose of the proposed parking restrictions are to help
improve bus services on Blackpool Road & Tulketh Brow, Preston
which is a part of the wider Bus Service Improvement Plans
(BSIPS).
The implementation of various waiting restrictions on Blackpool
Road, St Andrew's Avenue, Newton Road, Tulketh Road and First
Avenue will help to ease congestion and improve traffic flow,
allowing buses to align correctly with the raised boarding area and
depart safely.
These proposals will work together with proposed Bus Stop Clearway
introductions to enhance overall bus journey times for the Superbus
route from Fylde into Preston City Centre.
Following receipt of feedback after the formal consultation period
carried out between 27 September 2024 to 25 October 2024, it is
proposed to modify the parking restrictions on Blackpool Road, St
Andrew's Avenue, Newton Road and First Avenue to better reflect the
periods of when buses experience delays.
This will continue to meet the core purpose of the proposals whilst
addressing local residential and business concerns.
Consultations
Formal Modification consultation was carried out between 25
April-2025 until 23 May-2025 which included advertising in the
local press and notices being displayed on site. Divisional county
councillors were consulted along with the council's usual
consultees and the consultation documents posted on the council's
website.
Following formal modification consultation 1 response was received.

are outlines in Appendix C.
