Purpose

Approval is sought for the County Council to
enter into an agreement for an obligation on the developer to
pay:

1. A Travel Plan Contribution totalling £12,000 to enable
Lancashire County Council to monitor and support the development,
implementation and review of the Full Travel Plan.

2. A footpath/cycleway contribution of £28,738 to be paid to
the County Council to complete the north- south cycling /pedestrian
link through to Church Lane

3. A contribution of £250,000 to support local bus services.
(£50,000 per year for 5 years).

4. The provision of a 12-month Bus Ticket per new household, each
ticket costing £1200, Therefore a total contribution of
£285,600 (238 dwellings).

Authority to take this decision has been delegated under the Scheme
of Delegation to Heads of Service.
It is recommended that the Director of Law and Governance is
authorised to enter into an agreement under Section 106 of the Town
& Country Planning Act 1990 in connection with the proposed
development, providing for obligations on the owner or developer of
the land to pay sums of £12,000 (Travel Plan), £28,738
(cycling /pedestrian link), £250,000 (bus services) and
£285,600 (Household Bus ticket).
