Purpose

This Scrutiny Report provides an overview of
the current performance, priorities, and challenges of Corporate
Parenting. It reflects the collective responsibility of the Council
and its partners to ensure that children and young people in our
care—and those leaving care—receive the support,
stability, and opportunities they need to thrive.

The report highlights areas of progress and strengths, such as
permanence planning, stability and support to care leavers, while
also identifying key challenges, including educational attainment
and transitions to independence for those with more complex need.
Through continued service development, robust scrutiny and
multi-agency collaboration, we aim to continue strengthening our
role as the best possible corporate parent.
