Purpose

On 11 April 2025 an Order, advanced as an
Experimental Traffic Regulation Order was made introducing a
Prohibition of Driving except Cycles 11am-midnight and midnight-6am
which was chosen following engagement with local businesses and
Preston City Council to ascertain when they would undertake their
deliveries and require access to the area. It was noted that many
of the businesses to be affected were food establishments and the
restrictions proposed would allow those businesses to receive the
deliveries required for them to operate and also control potential
traffic relating to food delivery services, this would conflict
with avoiding danger to persons or other traffic using the road to
which the order relates and preserve and improve the amenities of
the area.

The Experimental Order was proposed to allow for the amendment of
the timings should it be found that the proposed timings did not
generally satisfy all affected. To assess this, the introduction of
the Prohibition of Driving except Cycles 11am-midnight and
midnight-6am restrictions by an Experimental Traffic Regulation
Order was considered appropriate.

During the 6-month consultation period, no objections were
received. Therefore, it Is proposed to make the Experimental
Traffic Regulation Order permanent as advertised.

The Experimental Traffic Regulation Order for the scheme can
operate for a maximum period of 18 months and will expire on 02
November 2026. If the Experimental Traffic Regulation Order and
associated measures are not approved for making permanent by 02
November 2026, the Order will expire. This would result in the
removal of the current restrictions, potentially reducing road
safety and amenity for vulnerable road users.

Consultations
Formal consultation was carried out between 25 April-2025 until 02
November-2025 which included advertising in the local press and
notices being displayed on site. Divisional county councillors were
consulted along with the council's usual consultees and the
consultation documents posted on the council's website.

Following formal consultation No Objections were received.
