Purpose

Statement of Reasons
Concerns have been raised regarding residents parking in the area
of the eastern end of Derby Road and also Elletson Street due to
the external influence of local businesses, leisure facilities, the
local train station and the lack of sufficiently accessible
off-road parking for some properties.

This location has met our minimum criteria for the introduction of
a permit parking scheme with significant historical support which
has been received from residents and the local County
Councillor.

To address these issues, the County Council is proposing a permit
parking scheme involving the possible introduction of a 'Permit
Parking Area' for the residents.

The overall scheme proposal allocates Residents Only parking to
twenty-one houses with either no or limited access to private
off-street parking.

In line with the county council's policy on residents parking and
prior to advertising the Traffic Regulation Order and formal
consultation, Officers have completed informal consultations to
establish the basis and extents of the proposed scheme.

Consultations
Formal consultation was carried out between 5 February 2025 until 5
March 2025 which included advertising in the local press and
notices being displayed on site. Divisional county councillors were
consulted along with the council's usual consultees and the
consultation documents posted on the council's website.

Following formal consultation four responses were received, raising
objections and concerns.

The main points raised in the responses along with Officer comments
are outlines in Appendix C.

Following feedback received from the formal consultation, the
original proposal was modified to include an additional property in
the permit parking scheme.

The modified proposal was formally advertised between 08 October
and 05 November 2025. As a result of the modification two
correspondents have withdrawn their objections.
