Denise Park, Head of Paid
Services, Lancashire Combined County Authority, in consultation
with other Statutory Officers at the LCCA Leadership meeting on
6th November 2025, took a decision to:
 
 
(i) 
Authorise Lancashire County Council officers, in
co-operation with colleagues from Blackburn with Darwen Borough
Council and Blackpool Council, to commence work on a single Bus
Service Improvement Plan for the Lancashire Combined County
Authority.
 
(ii) 
Authorise Lancashire County Council officers, in
co-operation with colleagues from Blackburn with Darwen Borough
Council and Blackpool Council, to commence work on a single
Enhanced Partnership for the Lancashire Combined County
Authority.
 (iii) 
Authorise the Director of Highways and Transport,
Lancashire County Council to issue a Notice of Intent to Create an
Enhanced Partnership and Invitation to Participate on behalf of
Lancashire Combined County Authority.
 (iv) 
Authorise Lancashire County Council officers to
create and publish a draft and subsequent finalised Concessionary
Travel Scheme for 2026/27 on behalf of Lancashire Combined County
Authority and in line with the statutory timeline.
