Purpose

It is proposed to make a Traffic Regulation
Order relating to various roads within the Hyndburn area to
introduce Prohibition of Waiting restrictions and a No Waiting
Monday to Friday 7am to 7pm restriction , Remove obstructive
parking that blocks sightlines of drivers , Improve access for
large vehicles associated with nearby businesses and Hyndburn
Borough Council depot, thereby improving general road safety for
all highway users.
Consultations
Formal consultation was carried out between 26 September 2025 and
24 October 2025 which included advertising in the local press and
notices being displayed on site. Divisional county councillors were
consulted along with the council's usual consultees and the
consultation documents posted on the council's website.

During the formal consultation, three objections were received
regarding the proposed introduction of No Loading Monday to Friday
8am – 6pm on Cartmel Avenue, Accrington.

After consideration of the points raised, Officers propose to
review this proposal with the intention of alleviating the concerns
raised during consultation. To allow for full consideration by
Officers, a modification has been carried out to defer the
introduction of the restrictions and remove the original advertised
proposal from the Order.
A modification consultation was undertaken from 05 December 2025 to
02 January 2026. This consultation gave effect to the original
proposals, with the exception of the proposals relating to Cartmel
Avenue, which are proposed to be deferred.

No objections were received during the modification consultation.
Therefore, officers recommend that the Cartmel Avenue proposal be
removed from this Order.
