Purpose
Approval is sought for the County Council to enter into an
agreement for an obligation on the developer to pay a sum of
£138,000 to paid towards the cost of supporting and
maintaining existing/new local bus services linking Goosnargh to
Preston and Longridge, to ensure continued accessibility to
sustainable transport options from the development.
When consulted by Preston City Council on a planning application
for the outline planning application for a residential development
of up to 95 dwellings, the County Council responded requesting that
the developer should be required to contribute monies totalling
£138,000 to maintain funding for the ongoing bus services
which is currently being largely funded by LCC and historic
contributions from Whittingham Hospital.
Preston City Council's Planning Committee have resolved to refuse
the application for non-highway related reasons. This application
is now the subject of an appeal.

It is recommended that the Director of Law Nad Governance is
authorised to enter into an agreement under Section 106 of the Town
& Country Planning Act 1990 in connection with the proposed
