Purpose
Following a review of Lancashire County
Council's Highway Safety Inspection Policy and associated annexes,
several adjustments are recommended. The proposed changes include
the adjustment of guidance response times in the risk matrices to
better reflect the risk based approach as described in the UK Roads
Liaison Group’s "Well-Managed Highway Infrastructure: A Code
of Practice". This means accounting for highway network hierarchy
and an emphasis on Inspector risk assessment to determine
appropriate response times. An extension of the existing validation
process to include all public reported defects other than
emergencies is also proposed to improve the accuracy of assigned
response times.
