Purpose
Statement of Reasons:
Further to a previously advertised proposal, having considered
objections and feedback from residents on Black Bull Lane, it is
proposed to reduce the length of the Mandatory Cycle Lane to a
length that is considered necessary to maintain the safety whilst
alleviating the concerns of the residents.
Consultations
A formal consultation took place between 24 October 2025 and 21
November 2025 that incorrectly advertised the original proposal as
an Order titled 'Lancashire County Council (Black Bull Lane,
Preston, Preston City) (Mandatory Cycle Lane) Order 202* Legal
Reference: LSG4/894.21399/AFR'. Following consultation seven
responses/objections were received . The main points raised in the
responses along with Officer comments are outlines in Appendix
C.
In response to the feedback received and to correct the inaccuracy,
a new proposal for a non-Order item (Legal Reference:
LSG4/894.21587/AFR) was created and formally advertised between 05
December 2025 until 02 January 2026 which included advertising in
the local press and notices being displayed on site. Divisional
county councillors were consulted along with the council's usual
consultees and the consultation documents posted on the council's
website.
Following this formal consultation 7 objections have been received
of which 2 have been retracted. Following the modification
consultation 0 objections have been received. 5 objections still
stand following the formal consultation
Decision
Peter Bell, Highway Regulation Manager, on
behalf of Matt Townsend, Director of Highways and Transport,
took the decision to approve the proposal as set out in the
report.
