Purpose

The document, Building a better Lancashire: Moving the dial on our priorities in 2026/27', sets out Lancashire County Council’s priorities and areas of focus for the year ahead, building on the 2025–2030 Council Plan and last year’s Improvement Plan. It explains the current operating context (including rising demand, financial pressures and local government reorganisation) and identifies six “Move the Dial” improvement priorities where concentrated effort will have the greatest impact. It also outlines the intended outcomes for residents and how progress will be overseen through governance, performance reporting and key performance indicators.

This is deemed to be a Key Decision, and the requirements of the council's Cabinet procedure rules (Standing Order C19) have been complied with. Compliance with Standing Order C18 was not possible as the county council's financial outturn position, which has enabled a recommendation to approve further initial investment of £5m to enhance the programme of highways maintenance funded from resources brought forward from 2025/26, was not known at the time of the publication of the Statutory Notice of Forthcoming Executive Key Decisions.
