Purpose
The purpose of the proposal is to upgrade the existing bus stops to quality bus stops. This is to allow the buses to pull in and out safely and allow effective enforcement. A raised boarding platform will also be installed to ensure safe boarding and alighting of passengers.
The proposals are being pursued as part of a s278 Agreement under the Highways Act 1980 as part of a new housing development on Carrington Road and the bus stop upgrade is being proposed to promote sustainable transport for all users.
Consultations
Formal consultation was carried out between 14/01/2025 and 11/02/2025 which included frontagers to the proposed location of the Bus Stop being notified and notices being displayed on site. Divisional county councillors were consulted along with the council's usual consultees.
Following formal consultation 14 Objections and 1 Adverse comment was received. With 1 Objection subsequently withdrawn.
Having considered the consultation responses, the Public Transport Section investigated the objects and recommended the bus stops at Sandy Lane should remain unchanged and recommended the upgrade of the east bound bus stop outside Adlington Primary School and a new west bound bus stop at the Canal Bridge on Park Road.
Following reassessment of the proposal, a modification was advertised between 04/11/2025 and 02/12/2025 to relocate the proposed Bus Stops as recommended to a new location. No objections were received for the modified consultation.
As the Bus Stops are now being proposed in a completely different location to the original proposal that received 14 objections and 1 Adverse comment these would not be relevant to the new proposal. However, responses were received from two of the original objectors, one confirming that they were in favour of the amended proposal, however still wished to keep their original objection on record and one confirming that they totally stand by all the grievances as outlined in their original objection, as this would have been devastating to all residents affected.
Comments received by two of the original correspondents in response to the modification, stating that they wished to maintain their original objections, have been noted. However, as these objections relate to the originally proposed bus stop clearway location, they are not considered applicable to the new location.
