Purpose

Rawtenstall Gyratory System is to undergo an improvement scheme to reduce congestion and enhance safety. The scheme included carriageway widening lane confirmation amendments and traffic signal system upgrades.

Currently on the southwestern section of the gyratory, Bury Road, outside no 22, a bus stop is present, but it has not been in use for a significant period. Additionally, it is not foreseen that there will be a requirement for a bus stop in this location. It is proposed that it will be removed to accommodate for the proposed Goods Vehicle Loading Only Bay.

At this location occupying no 22 and adjacent property is a carpet store. The properties in question do not have rear vehicular access and therefore deliveries and loading take place on the Bury Road on an ad hoc basis.

It is proposed to formalise this by using a section of the wide footway as a loading bay. Kerbing will be adjusted and footway strengthened to enable vehicles undertaking the actions in question to undertake loading and unloading off the through carriageway. This will ensure the improved traffic flow envisaged by the scheme will be unhindered and also the loading operation can be undertaken safely. Therefore, the appropriate Traffic Order is requested to enable its use solely for the purpose of loading and unloading.

Consultations

For Bus Stops - Formal consultation was carried out between 27th February-2026 until 27th March-2026 which included frontagers to the proposed location of the Bus Stop being notified and notices being displayed on site. Divisional county councillors were consulted along with the council's usual consultees.

Following formal consultation No Objections were received.

Decision
