Purpose

Approval is sought for the County Council to enter into an agreement for an obligation on the developer to pay:

1.A highway contribution of £1,099.85 per dwelling (therefore if the total of 200 dwellings is brought forward at a reserved matters application stage this would equate to a total contribution of £219,970), towards the Lancaster Travel and Transport Infrastructure Strategy.

2.A Travel Plan Contribution totalling £12,000 to enable Lancashire County Council to monitor and support the development, implementation and review of the Full Travel Plan.

Authority to take this decision has been delegated under the Scheme of Delegation to Heads of Service.

It is recommended that the Director of Law and Governance is authorised to enter into an agreement under Section 106 of the Town & Country Planning Act 1990 in connection with the proposed development, providing for obligations on the owner or developer of the land to pay a sum of:

•£1,099.85 per dwelling towards the Lancaster Travel and Transport Infrastructure Strategy.

The outline planning applicant was for up to 200 dwellings, therefore if the total of 200 dwellings is brought forward at the reserved matters application stage this would equate to a total contribution of £219,970.

•£12,000 to enable Lancashire County Council to monitor and support the development, implementation and review of the Full Travel Plan for a period of 5 years.
