Purpose
It is proposed to provide a Toucan crossing on Whalleys Road Skelmersdale to provide safer road crossing facilities for pedestrians and cyclists between the residential developments and the bus stops on either side of Whalleys Road.
This proposal will help to improve safety, support active travel and provide a convenient and accessible crossing point for pedestrians, cyclists and vulnerable road users.
The proposals are being pursued as part of a Section 278 Agreement under the Highways Act 1980 as part of a housing development on the South side of Whalleys Road to improve pedestrian and cycling links to the North side of Whalleys Road.
Consultations
Formal consultation was carried out between 12th March-2026 until 09th April-2026 which included advertising in the local press and notices being displayed on site. Divisional county councillors were consulted along with the council's usual consultees and the consultation documents posted on the council's website.
Following formal consultation No Objections were received.
