Purpose

  • Church Street, Church View, Carr Head, Lane House Lane, Bank Street, Slack Booth, Hollin Hall & Floats Mill, Trawden

The purpose of this proposal is to address issues of access and safety throughout the village of Trawden by introducing No Waiting At Any Time restrictions.

The proposed restrictions have been designed to mirror the existing on-street parking patterns and to prevent pavement parking and double parking where it would cause the most significant obstruction to pedestrian movement and vehicular access through the village.

The proposal also introduces No Waiting Monday to Friday 8am-6pm restrictions on the corner of Church Street and Church View to address concerns of visibility for drivers and pedestrians, particularly during peak times, by preventing parking during the busiest periods.

REASONS UNDER Section 1 of the RTRA

(a)  for avoiding danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising

(c)  for facilitating the passage on the road or any other road of any class of traffic (including pedestrians)

  • Church Street & Lupton Drive, Barrowford

The purpose of this proposal is to introduce No Waiting At Any Time restrictions on Church Street to address issues with parking and access along this section of road.

The proposal introduces new No Waiting At Any Time restrictions on the south side of Church Street, from outside no. 11 to the eastern extent of the parking area outside the Corn Mill building. This is to keep the pinch point outside no. 11 clear of parked vehicles and to ensure the parking area of the Corn Mill building, which had a dropped kerb for vehicle access, is not obstructed by parked vehicles.

The proposal also extends the existing No Waiting At Any Time restrictions on the north side of Church Street, to prevent parking from migrating to this area.

No Waiting At Any Time restrictions are proposed on the south-east side of Church Street for a length of 15 metres outside the pedestrian access point to the Ingham Street flats in order to improve vehicular access by creating a passing place.

The proposal also amends the Traffic Regulation Order to match the existing road markings which have been present on site for many years, allowing for effective enforcement.

REASONS UNDER Section 1 of the RTRA

(a)  for avoiding danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising

(c)  for facilitating the passage on the road or any other road of any class of traffic (including pedestrians)

  • Wellington Street, Nelson

It is proposed to increase the potential parking availability for residents by amending the existing limited waiting bay on the north-east side of Wellington Street.

The purpose of this proposal is to allow residents, who are part of the existing permit zone, to park in the bay for an unlimited time at any time on all days.

This proposal also retains the potential for visitors to the area to park on street by retaining the existing limited waiting restriction for its existing days and times.

This proposal also introduces a legal order for the permit holders parking bay which has been marked and signed on the south-east side of Wellington Street outside nos. 3 to 21 since pre-2009 to ensure effective enforcement can take place.

REASONS UNDER Section 1 of the RTRA

(f)  for preserving or improving the amenities of the area through which the road runs

  • Keighley Road, Colne

The purpose of this proposal is to address concerns of visibility issues for vehicles turning out of Craven Street onto Keighley Road due to vehicles parking on the widened footway by introducing No Waiting At Any Time restrictions.

REASONS UNDER Section 1 of the RTRA

(a)  for avoiding danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising

(c)  for facilitating the passage on the road or any other road of any class of traffic (including pedestrians)

  • Albert Square, Barnoldswick

The purpose of this proposal is to address access issues along Albert Square by introducing No Loading At Any Time restrictions alongside the existing No Waiting At Any Time restrictions.

The proposals aim to prevent goods vehicles from loading and unloading which, due to the narrow nature of the carriageway, can result in vehicular traffic being unable to pass.

REASONS UNDER Section 1 of the RTRA

(c)  for facilitating the passage on the road or any other road of any class of traffic (including pedestrians)
