Purpose

The purpose of this proposal is to introduce a prohibition of waiting to prevent obstructive parking behaviour, allowing for the safe access of the premises along Newsham Road and to maintain visibility along this road.

The proposals are being pursued as part of a s278 Agreement under the Highways Act 1980 as part of a new retail development.

Consultations

Formal consultation was carried out between 15 January-2026 until 12 February-2026 which included advertising in the local press and notices being displayed on site. Divisional county councillors were consulted along with the council's usual consultees and the consultation documents posted on the council's website.

Following formal consultation 2 Objections were received. 1 Objection has since been retracted.

Following formal consultation, responses were received.  The main points raised in the responses along with Officer comments are outlines in Appendix C.

Decision

Peter Bell, Highway Regulation Manager, took the decision to approve Lancashire County Council (Newsham Road, Lancaster, Lancaster City) (Prohibition of Waiting) Order 202*  Legal Reference: LSG4/894.21591/AFR
