Purpose

Approval is sought for the County Council to enter into an agreement for an obligation on the developer to pay:

1.A Travel Plan Contribution totalling £6,000 to enable Lancashire County Council to monitor and support the development, implementation and review of the Full Travel Plan.

When consulted by Rossendale Borough Council on a planning application for the erection of new production facility (Use Class B2/B8), head office (Use Class E(g)(i)) with associated landscaping, parking, storage areas and the creation of a new vehicular access from Holcombe Road, the County Council responded requesting that the developer should be required to contribute monies totalling £6,000 for Travel Planning to support sustainable transport.

Rossendale Borough Council's Planning Committee have resolved to approve the application, subject to various conditions and subject to a Section 106 Agreement to cover related matters.

Authority to take this decision has been delegated under the Scheme of Delegation to Heads of Service.

It is recommended that the Director of Law and Governance is authorised to enter into an agreement under Section 106 of the Town & Country Planning Act 1990 in connection with the proposed development, providing for obligations on the owner or developer of the land to pay sums of £6,000 (Travel Plan).
