Purpose
In order to engage a suitably qualified/experienced provider to undertake site surveys and produce reports in support of the Wigan Road planning application, a procurement process was conducted via a further competition process under the NEPRO3 Framework Agreement (Bloom Procurement Services act as a Neutral Vendor and award a Specialist Professional Services Provider). The process is compliant with the call-off procedure set out under the NEPRO3 Framework Agreement as well as with the public procurement regulations and Lancashire County Council's Procurement Rules.
