Purpose

In order to engage a suitably qualified/experienced provider to undertake site surveys and produce reports in support of the Wigan Road planning application, a procurement process was conducted via a further competition process under the NEPRO3 Framework Agreement (Bloom Procurement Services act as a Neutral Vendor and award a Specialist Professional Services Provider). The process is compliant with the call-off procedure set out under the NEPRO3 Framework Agreement as well as with the public procurement regulations and Lancashire County Council's Procurement Rules.

Decision

John Davies, Head of Highways Network Management, on behalf of Matt Townsend, Director of Highways and Transport, took a decision to award a contract for a specialist provider to undertake survey and assessment services to support the Wigan Road Planning Application to SLR Consulting Ltd (SLR).  The procurement was conducted via a further competition process under the NEPRO3 Framework Agreement (Bloom Procurement Services act as a Neutral Vendor and award a Specialist Professional Services Provider to complete the services to SLR).  The process is compliant with the call-off procedure set out under the NEPRO3 Framework Agreement as well as with the public procurement regulations and Lancashire County Council's Procurement Rules.  The contract was awarded 18/05/2026 and is to commence immediately.  The total potential value of the contract is approximately £63,507.  That total value comprises a commitment to services to the value of £26,542, with the option to purchase further services to the value of £36,965 should these be required.
