Purpose

This decision is to commence the procurement of a School Meal Transportation Service for the Authority, which delivers school meals to a number of school kitchens across the Authority.

The Authority requires the continued use of a Service Provider to centrally co-ordinate and manage the transportation of school meals (hot and cold) in insulated containers from 'production kitchens' to 'serveries'. At this time of this PIP;

There are 37 establishments (18 Production Kitchens and 19 Serveries) actively engaged in this service, which are serviced by 19 set routes per day.

The current contract spend is circa £91,740 per annum.

The intention is to award a contract for an initial term of 2 years with permissible extension period(s) up to a further 2 years, meaning a potential contract length of up to 4 years. This would allow for LSRCC to monitor the contract performance for the initial 2-year term in order to ascertain the viability of extending the contract with the awarded service provider.

It is anticipated that the spend will rise due to factors such as inflation of fuel prices. On this basis, a budget of £100,000 per annum (£400,000 over the potential full four-year contract term) has been identified as appropriate and agreed between Lancashire School & Residential Care Catering and Procurement.
