Purpose

The paper outlines government policy regarding Local Skills Improvement Plans (LSIPs), and the development of the Lancashire Local Skills Improvement Plans, led by the North and West Lancashire Chamber of Commerce, as the local designated Employer Representative Body (ERB). It outlines the move towards joint ownership with Strategic Authorities, such as the Lancashire Combined County Authority (LCCA), and the request for a supporting statement to accompany the Local Skills Improvement Plans when formally submitted to the Secretary of State for approval.

The LCCA Skills Advisory Board has supported the development, commenting on the evolving priorities and recommendations, and the draft of the Local Skills Improvement Plans, and recommends approval of the supporting statement in Appendix 'A'.

Decision

The Lancashire Combined County Authority approved the recommendation(s) as set out in the report, including approving an amendment to the supporting statement to mention groups such as NEET or thematic needs, in the equality, inclusion, and opportunity section in the supporting statement, to better describe what a priority group was.
