Purpose
Lancashire County Council (The Authority) is seeking to appoint a suitably qualified SPS Provider as the Adult, Health and Wellbeing Services Delivery Partner.
In April 2026, cabinet approved the commencement of a procurement exercise to appoint a Delivery Partner for the Adult Transformation Programme up to the value of £5 million.
A further competition was undertaken via the Nepro Three Professional Services Framework with Bloom Procurement Services acting in a neutral vendor capacity. 5 Consultancy organisations, with expertise in adult services, were invited to bid. One bid was received from Ernst and Young LLP (EY). Following evaluation of their response it is recommend that the award be completed.
