Purpose

The proposals are being pursued as part of a Section 278 agreement under the Highways Act 1980. These proposals are being funded fully by the developer and are linked to the new housing development on Lightfoot Lane and associated planning conditions.

The purpose of the proposed Toucan crossings is to provide safe crossing point for cyclist and pedestrians to promote sustainable travel and promote social inclusion. The proposal seeks to mitigate against the increase in traffic and pedestrian movements generated by the new development.

Consultations
Formal consultation was carried out between 08/05/2026 until 05/06/2026 which included advertising in the local press and notices being displayed on site. Divisional county councillors were consulted along with the council's usual consultees and the consultation documents posted on the council's website.

Following formal consultation No Objections were received.

Decision

Peter Bell, Highway Regulation Manager, has taken a decision to approve the Lancashire County Council (Tom Benson Way, Preston, Preston City) (Pedestrian Crossing)
