Purpose

Summary

As part of the normal process of service delivery, the approved highways capital programme now requires amendments to meet emerging priorities and allow effective programme delivery.

Head of Service is asked to approve the reallocation of funds within the above programme. Details of the proposed reallocations are shown in attached document appendix A. Proposed changes to the bridges maintenance capital programme July 2026

The reallocations are between projects in the same programme and there is no change to the total approved budget. The changes will allow the number of live projects to be reduced, completed projects to be reconciled and available funds released to support delivery of the programme. All changes are below the threshold for Head of Service approval and this report does not need require cabinet approval.

Background

The annual bridges programme consists of projects at varying stages of scheme development. Changes in cost during project delivery, require the budget allocations to be reviewed to ensure the programme is delivered within available resources and completed project budgets reconciled.

The changes are required to ensure that emerging priorities can be addressed and ensure that the budget is managed effectively. Failure to deliver these would result in increased financial risk and potential safety risk to the public where construction projects cannot be completed.

Decision

Enda Garvey, Interim Head of Highway Operations and Design, has taken a decision to approve the Proposed Changes to the Bridges Maintenance Capital programme.
