The purpose of this proposal is to address road safety concerns at the junction of Lytham Road and Goe Lane, Freckleton.
Following concerns raised by residents, investigations identified persistent obstructive parking at this junction.
To address the issue, the County Council is proposing to introduce a No Waiting At Any Time restriction at the junction. These are considered appropriate to:

REASONS UNDER Section 1 of the RTRA
a) For avoiding danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising.
c) for facilitating the passage on the road or any other road of any class of traffic (including pedestrians).




• Manor Road & Ribby Road, Ribby with Wrea NEW

• Ashton Street, Beach Street, Henry Street, Gregson Street, Livsey Street, Queen Street, Westwood Road, Miller Street, Back of Wood Road, Back of West Beach Nos 17 to 21, Lytham St Annes NEW

Concerns have been raised regarding residents' parking facilities in the area of Beach Street due to the external influence of local businesses, leisure facilities, visitors to Lytham St Annes and the lack of off-road parking for certain existing properties. These concerns have highlighted problems with parking, specifically in the vicinity of Beach Street, Lytham St Annes.

This location has met our minimum criteria for the introduction of a permit parking scheme, with significant historical and recent support.

To address these issues, the County Council is proposing a permit parking scheme involving the introduction of a sign only 'Permit Parking Area' restricting parking to eligible permit holders only within the area. Separately, this will also include a section of shared use limited waiting bays near businesses on Queen Street and a section of Permit Holder Only bays.

The No Waiting at Any Time restrictions are proposed in conjunction with the permit parking bays to address road safety concerns at the junction with Henry Street and to support loading and unloading activities for Blue Badge holders on Ashton Street.
REASONS UNDER Section 1 of the RTRA

a) for avoiding danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising, or
b) for preventing damage to the road or to any building on or near the road, or
c) for facilitating the passage on the road or any other road of any class of traffic (including pedestrians), or
d) for preventing the use of the road by vehicular traffic of a kind which, or its use by vehicular traffic in a manner which, is unsuitable having regard to the existing character of the road or adjoining property, or
e) for preserving or improving the amenities of the area through which the road runs, or

Consultations
Formal consultation was carried out between 25th June 2026 and 23rd July 2026 which included advertising in the local press and notices being displayed on site. Divisional county councillors were consulted along with the council's usual consultees and the consultation documents posted on the council's website.


Following formal consultation No Objections were received.
