Purpose

Approval is sought for Lancashire County Council to enter into a Section 106 Agreement relating to planning application 2025/0362/FUL at Land off Selby Place, Stanley Industrial Estate, Skelmersdale. The agreement secures a Highway Contribution of £14,500 (index linked) payable to Lancashire County Council towards sustainable travel measures, including bus stop upgrades and pedestrian crossing enhancements on Neverstitch Road. The agreement also includes provisions relating to notification of commencement and first occupation of the development.

It is recommended that the Director of Law and Governance is authorised to enter into a Section 106 Agreement under Section 106 of the Town and Country Planning Act 1990 in connection with planning application 2025/0362/FUL.
