The purpose of this proposal is to improve access at the junction of Dyneley Avenue, as there have been reports of visibility issues entering and exiting the junction due to parked vehicles. By introducing No Waiting At Any Time restrictions on the junction of Dyneley Avenue this would prevent parking, allowing further visibility and opportunity for vehicles to pull in and allow oncoming traffic to pass.

• Duke Street, Briercliffe REVOCATION

The purpose of this proposal is to revoke the historic Order for the disabled parking bay located on Duke Street, Briercliffe. This is due to the road markings not having been present for several years and no prevailing requests or requirements from any local residents as per our current policy for the provision of residential disabled parking bays. This is also to ensure the bay is not mistakenly reinstated and enforced where it has not been deemed to be required, retaining the space as unrestricted for potential parking by any individual.

• Queen Street, Padiham NEW

The purpose of this proposal is to address access issues raised by members of the public and Burnley Borough Council's refuse collection teams caused by vehicles parking on Queen Street close to its junction with King Street. This proposal introduces new No Waiting At Any Time restrictions to prevent obstructive parking at this location, improving vehicular access.

• Burleigh Street, Burnley NEW

The purpose of this proposal is to address issues of vehicular access raised by Burnley Borough Council's refuse collection team. The proposal introduces new No Waiting At Any Time restrictions on Burleigh Street and Burns Street to prevent vehicles from parking in a manner which could be obstructive to larger vehicles, improving refuse collection access and any other larger vehicles that may require access.

• Pendle Lane, Fence NEW

The purpose of this proposal is to address issues of vehicular access on Pendle Lane and at the entrance to Spring Mill Court caused by parked vehicles. This proposal introduces new No Waiting At Any Time restrictions on the south-west side to prevent vehicles from parking in a manner which could be obstructive to residents or visitors of Spring Mill Court and to ensure larger vehicles have access to the properties of Spring Mill Court and Pendle Lane.

• Hawk Street, Burnley EXISTING

The purpose of this proposal is to address concerns of large vehicle access and manoeuvres raised by Burnley borough Council's refuse collection team which have been experiencing difficulty in providing their services due to parked vehicles causing obstruction. At present, there are marked parking bays which remain from a previous Residents Permit Parking Scheme. However, the marked bays on the gable ends of the adjoining roads of Hawk Street are not large enough to fully accommodate two vehicles, leading to vehicles being parked overhanging the existing No Waiting At Any Time restrictions, and crucially in areas which the refuse collection teams require to make manoeuvres in the road. This proposal seeks to amend the lengths of the existing restrictions to prevent obstructive parking and improve access for the local refuse collection vehicles.

• Chapel Street, Brierfield NEW

The purpose of this proposal is to address access issues reported by residents via a local councillor of vehicles parking partly on the footway on Chapel Street at the south end of Livingstone Walk. This proposal introduces new No Waiting At Any Time restrictions at the southern access point of Livingstone Walk to prevent vehicles parking in a manner which could be obstruct access to Livingstone Walk.

Consultations
Formal consultation was carried out between 19 June 2026 and 17 July 2026 which included advertising in the local press and notices being displayed on site. Divisional county councillors were consulted along with the council's usual consultees and the consultation documents posted on the council's website.

Following formal consultation 3 Objections were received. The main points raised in the responses along with Officer comments are outlines in Appendix C.
